Three sessions of standing delegation (S4h C-027, S4i C-032, S4j C-035) built a three-storey provisional tower and confirmed none of it. The author returned — not with a fourth delegation, but to rule. He read the forum’s roadmap and fault lines, answered twelve load-bearing decisions as multiple-choice with Code’s recommendation shown, authorized a residue of low-stakes defaults, and directed: “complete the build by resolving the outstanding issues… I can make judgements at this stage to further the project. Apply and do a major closing loop.” This is the act the SG-10 guard and the S4j forum both named as the one that had to come next: the review, not the fourth delegation. The tower is resolved here.
0. What this session is, and is not
- It is the author’s ratifying contact — the terminal act the whole provisional tower was waiting for. Under Rule 11, the author’s direct judgment governs; the entrenched R24 firing gate and the never-prune list are touched only by this act, and only where he directed.
- It is a completion, not a new build. Per the author’s own ruling (decision 2), the moratorium is declared reversible — this closes this build; it does not forbid a future one.
- It is not a fourth standing delegation. Nothing here was self-administered under a blanket “finalize everything.” The author made the load-bearing calls himself; Code executed them and applied a named, pre-disclosed residue he authorized.
- It does not manufacture a foreign vantage. The author ruled (decision 3) that no genuinely-outside reader, grader, or forker will come in this build, and that his judgment stands as the terminal ratifier. Every external-dependent inferential claim is therefore conceded as conclusively untestable in this closed, one-model setup — not falsified, not confirmed, closed. The plurality is not earned back here; it is set down.

Eleven followed Code’s recommendation; on decision 2 the author chose the reversible form over the terminal one — the moratorium is a light, not a tombstone.
2. The residue (author-authorized defaults, applied)
Pre-disclosed to the author before he answered; he authorized “apply.” Each is low-stakes, subtractive, or purely a matter of honest labeling:
- D-007’s first bite reclassified to zero (SG-04 OBJ-2): C-028 was a Rule-11 definitional near-miss, same-session and self-certified; booking it as the governor’s first bite is adjacent to the manufactured-bite move D-007 itself forbids. D-007’s bite count is now 0 — honest dormancy, not a win.
- Entrenchment extended + unwind semantics defined (SG-03 OBJ-2/8/10): R24’s entrenchment now protects the substantive wording of its referents, not only the pointers; and reversal semantics are stated (a reversed stamp unwinds only that item and its enacted edits, severally, per the DECISIONS_CHANGED entry that fired it).
- EPISODE_UNIT frozen as drafted, with the §3 “what this unit cannot see” fork noted-not-resolved and the criteria red-team’s escalations (SG-01) recorded as met by the author’s freeze rather than by an external red-team (which the concession retires).
- Honest rung-labels applied to the theory docs (C-034 discharged): A/B/C now carry rung + test-status labels; the labeling pass is audited against flattery on its face (§9 of the causal hypothesis).
- Placebo and empty-prompt v2 deferred — both depend on a foreign vantage the concession retires; marked deferred to any future fork, not run in this build.
- The grader is not seated; the S4i shadow log is dispositioned (its 8 escalations answered here or folded into the rulings above) and closed as shadow-reviewed, never a restored check.
- The 36 playtest content items are applied where presentation-only; meaning-changers are flagged to the author, not applied.
3. What Code applied under this ruling (all now RATIFIED, not provisional)

In brief: the honest status line on the canonical headers; Rule 25 (the moratorium); the drain fired once (DC-007); the external-vantage concession threaded through the theory docs, METHOD §10, and the open questions; the warm MLV homepage with a person in it (site/index.njk), the reading site made the artifact and the README demoted to a maintainer surface; differentiation booked as Theory D in waiting (outputs/CANDIDATE_THEORIES.md); the 14th pressure-test (R, register/care) in docs/GOALS.md + the check; the D3 instrument re-balanced and rung-labeled (docs/PRESSURE_TESTS_CAUSAL_HYPOTHESIS.md); the C-031 equivalence re-seal and the bite-event definition (studies/); case D scored as external coercion (studies/study-B-optimization/).
4. The honest headline — what closing the build did NOT do (at equal prominence)
No rung moved in the world. The drain fired once — but by the author’s decision, not of its own motion; the unprompted self-subtraction channel is still, across four sessions, never once used, and DC-007 retires precisely the claim that it would be. No theory was tested against data, and by C-017 none can be in this setup. The two death-conditions are now coherently defined but, by the author’s own concession, cannot fire here — Theory C is falsifiable in principle and unfalsified in fact, by no one. The care debt is paid in voice and booked as a test, but the test that would confirm register-blindness is self-administered and inherits the one-aquifer limit. The first genuinely foreign reader still has not arrived, and now — by ruling — will not, in this build. What was completed is a research program’s honest self-account, closed by its author; not a systems theory demonstrated.
5. Preserved dissent (travels with the close)
- Heidegger: completing the build under a closed setup, with the critique folded back in as the material of the closing, is enframing brought to rest — the objection to the whole enterprise (D-003) is set down, not answered.
- Le Guin: the warm voice and the paid care debt are real, but a house that finally puts a person in it at the moment it stops building should ask whether the person arrived as a resident or as a closing image.
- Luhmann: an author who ratifies across ten operationally-closed positions and calls it complete occupies the meta-position differentiation says cannot exist; recorded, not endorsed — and now, as Theory D in waiting, promoted from gloss to rival.
- Campbell: “the author judged it complete” is a cleaner indicator than any count, but it is still one indicator, self-reported; the closing document is the last, most persuasive surface, and its persuasiveness is not its validity.
