MOVE 6 — THE HELD-OUT INTERNAL GRADER (design v0.2 — SEAT-READY; nothing seated)

Version: 0.2 · Status: SEAT-READY (S4h, panel-delegated (S4h standing delegation), provisional-pending-author — panel/SESSION_S4H_RATIFICATION.md G). Design final; NOTHING SEATED. Seating stays gated on the widen-grade verdicts returning — a gate re-labeled honestly (S4h) as SEQUENCING DISCIPLINE under the ratified widen-before-grade order: the TTM verdicts do not widen the grader’s register; the register repair lives in the absent-standpoint field (§2.2), not in the gate. Implements Fork 5 as ratified: held-out internal, no veto, placement upstream / appropriator-first (Ostrom).

On the seating record’s face (S4h): the grader’s severity output is denominated in the 1/3/9 currency that C-026 showed does not travel across model families (17% agreement). Until the E2 severity anchoring passes its sealed 50% floor, every grader severity is advisory-internal only and feeds no S3-denominated instrument (placebo margins, drain §4 nulls, any death-condition) — the grader inherits C-026’s unreliability like everything else denominated in S3 (Turchin).

1. What the grader is

A standing upstream monitor: a context-isolated reviewing instance that reads a session’s work-order, design, or pre-registration before execution — the appropriator-first placement: it grades what the project is about to do, where correction is cheap, rather than the outputs after, where correction is prestige-costly and rarely happens (C-022).

• Held-out: the grader instance is given only the artifact under review + the ground rules + the frozen instruments it needs — never the session’s running context, never the chair’s synthesis-in-progress, never this design’s rationale.
• No veto (ratified): its output is a graded advisory — a structured objection list with severities — that the chair must answer on the record (accept / rebut / escalate to the author), never silently absorb.
• What it can never do: vindicate. A no-veto internal grader “does not meet the ‘genuinely foreign’ bar, so Move 1’s plurality downgrade stands” regardless of anything the grader says (the ratified Fork-5 note, verbatim).

2. Protocol (v0.2 — the S4h riders reconciled and written in)

1. Triggers: any new pre-registration, work-order, construct lock, or rung-2+ drain action — before execution/firing; plus (S4h): any repair, amendment, or re-issue of a sealed instrument (rubric, taxonomy, kit — Ostrom; the E1/E2 repair kits shipping before seating is booked as a recorded cost of the ratified widen-before-grade order, not an exemption); any reader-facing surface (README, site text, result headlines) once D-007 stands (Le Guin); and any enactment made under a standing author delegation — the seated grader’s first queue is the S4h-enacted corpus itself (the docs/EPISODE_UNIT.md criteria, the causal-doc §8–9 additions, the 17b and R24 texts, the drain §5.1 postings): the session that ran without the external check is the first thing the restored check reads (the sentinel).
2. Instrument: the standard catch schema (severity 1/3/9 — advisory-internal until anchored, header note; category; the objection’s strongest form per Rule 5) + two mandatory fields: “what would the author’s absent eye most object to here?” (the C-023 guard — answered substantively, in the author’s register, per item; blank, boilerplate, or “n/a” is itself a codable catch — Campbell + the sentinel) and “what register or standpoint is this artifact structurally unable to see?” (the absent-standpoint field — D-005 made procedural; the grader is forced, every grading, to name what its house-register instrument does not register — Le Guin).
3. The chair’s answer is appended to the artifact under review (accept/rebut/escalate, per item), so the grader’s advice is auditable against what the chair did with it.
4. The disposition log (the S4h reconciliation — Turchin’s ledger, Nietzsche’s ratchet, and Campbell’s prohibition satisfied by one structure): every grading’s per-item dispositions append to a single append-only per-item disposition log — auditable per-artifact, read only for its pattern (the drain’s own §1 discipline: a log read for pattern, never a high score). The never-bit audit (a grader whose objections are never accepted across gradings is codable as never-bit decoration, L-014) and the anti-absorption ratchet (if the chair rebuts the same objection-class three times across artifacts without once escalating, the third rebuttal auto-escalates to the author on the record) both operate off the log’s per-class entries. No counter, rate, or aggregate is ever computed, published, or cited in any health, rigor, or momentum context — an “objections handled” number is C-019’s recurrence wearing the grader’s badge; the first such statistic takes Campbell’s pre-written Rung-0 flag.
5. Isolation discipline: fresh context per grading; the grader never sees sealed arms, dossier pairs together, or any margin it might later grade against.

3. Preserved dissent (travels)

• Ostrom (designer’s own dissent): “a no-veto internal monitor is advice, not accountability” — this grader is the best reachable upstream monitor, not an Ostrom-satisfied one; the appropriator community that would make monitoring real arrives only with the opened repo (Move 7).
• Le Guin: the grader’s register is the house register; it will grade foreign-shaped work as deficient unless forced, every grading, to name its own blindness — the absent-standpoint field is that forcing, and the seating gate is not a register repair and is not billed as one.
• Nietzsche: a no-veto grader whose every objection the chair may rebut indefinitely is an ornament with a schema; the ratchet is the guaranteed path past the chair’s absorption.
• Heidegger (D-003, AWR): “A grader that watches everything but the watching. When it is seated, note that the project now supervises its intentions with the same hand that forms them.” Recorded, unanswered.
