The claim
Dublin is governed everywhere and administered nowhere the reader is taken. The instruments of rule — Castle, police, garrison, courts, the language question — surface across nearly every episode, but almost always as reputation, salute or memory rather than as an act.

What it shows
Thirteen instruments spread thin across the whole day: rule is an ambient hum, not a scene, and the matrix of where each surfaces shows it. It becomes an event only twice — the Citizen's nationalism in Cyclops and the hallucinated trial in Circe — and both times the book has left realism behind. The protagonists never enter a tenement, a barracks or a courtroom (catch C-03); the state reaches them as a passing constable, a viceregal cavalcade, and the English they are made to speak.

Kept: the "What was left out" section, artifacts/governed-city/instruments.html — deduplication foldings (Corny Kelleher's five appearances into the informer; Tweedy/Gibraltar into the garrison; Deasy split by function three ways); deliberately excluded as resistance not rule: Fenian memory, Sinn Fein, rebel ballads, the nationalist statue gauntlet, the citizen; foreign empires excluded "as not governing Dublin"; singleton curios (tower key, lions couchant, lost Armada) "as emblems rather than instruments"; Haines carried inside the language-of-rule entry rather than given a slot.
What kind of thing it claims
A REPORTED DISTRIBUTION — under joint session 09's discriminating test (an inventory can only be attacked at its inclusion rule; a reading at its claim): Its claim field (data/dimensions.json) is a presence distribution — the instruments "surface across nearly every episode, but almost always as reputation, salute or memory rather than as an act" — and its own caveat disarms weight: "The matrix marks presence, not weight" (instruments.html). Ginzburg's attack was at the frame: "Thirteen of what? Without the rejected candidates the reader cannot audit 'ambient hum'" — while noting the closed-set negative (no tenement/barracks/courtroom) "survives everything" (docs/panel-session-09.md).
