Repair-Lag Systems Theory

One-sentence version

In selected, bounded domains, a defined destabilizing pressure may outrun a predeclared repair criterion.

Public status

Provisional synthesis spine. This is the public-facing research programme of Uncommon Reality, not a settled cross-domain law.

The earlier technical name was Adaptive Substrate-Coordination Theory. That name remains useful for traceability, but the public site leads with Repair-Lag Systems Theory and treats Repair Crisis as the provisional selected-domain research diagnosis.

Core claim

Societies depend on forms of maintenance, adaptation, restoration, and transformation, but a repair-lag claim is made only within a bounded case whose valued condition and repair process are defined.

Ecological substrates, public trust, institutional legitimacy, shared verification, care capacity, attention, meaning, and future confidence are candidate domain-specific conditions. They are not interchangeable or combined into one score.

The working hypothesis is that some systems accelerate a specified pressure while distributing repair costs elsewhere or later. A repair-lag explanation is warranted only when the episode, adequacy criterion, lag, affected population, power, serious rival, comparison, and revision consequence are explicit.

What it proposes to test

• Whether a declared climate-sector pressure outruns a specified policy or implementation criterion beyond material and geopolitical rivals.
• Whether synthetic media adds measurable verification or provenance burdens beyond conventional deception.
• Whether care capacity constrains a specified outcome after preference, income, and policy rivals.
• Whether belief recombination occurs in specified mediated settings rather than indifference, switching, or persistence.
• Whether a defined diagnostic-to-response sequence predicts a bounded outcome.

Repair action and recovery are separate

Where relevant, a repair record distinguishes four endpoints:

1. institutional control output;
2. reversal of the targeted pressure;
3. recovery of the affected substrate;
4. biological or lived-condition recovery.

These endpoints can move on different clocks. Effective institutional action may precede physical, biogeochemical, or biological recovery, so residual damage does not by itself establish continuing institutional failure. Physical response time is recorded separately with institutional lag type not_applicable; it is not a sixth institutional lag type.

The Vienna–Montreal ozone regime (CS004) is a substantial, adaptive, still-incomplete successful-repair comparison. North American acid-deposition control (CS005) is a boundary case where repair succeeded faster than uneven monitored surface-water chemistry recovery; biological recovery remains undefined. They refine this theory by separating action from recovery, but they do not confirm the general spine, promote C1 or C7, or close C7's carbon-dioxide-sector boundary gap.

Limits and exclusions

• Every local political decision.
• Every form of religious revival or decline.
• Every fertility pattern.
• Every propaganda effect.
• Every act of institutional failure.

Repair-Lag Systems Theory needs the supporting lens and modules to handle reality, meaning, synthetic media, and reproductive agency in more detail.

Candidate mechanisms

1. Substrate depletion - the background conditions of life are consumed faster than they are replenished.
2. Repair latency - feedback arrives late, is disputed, or cannot be converted into action quickly enough.
3. Coordination mismatch - markets, states, science, media, law, families, platforms, and communities operate by different codes and time horizons.
4. Reality fragmentation - publics cannot agree on what is happening, what counts as evidence, or who has authority.
5. Symbolic displacement - frontier hypothesis C8; causal displacement must be demonstrated rather than inferred from symbolism alongside weak material repair.
6. Unequal damage distribution - those with less power often absorb costs first while those benefiting from delay avoid repair.

Strongest objection

The theory may be too broad. If "repair lag" can describe almost anything, it risks explaining nothing.

What would weaken it

The theory weakens when cases show fast, durable, democratic repair without changes in institutional design, shared reality, care capacity, legitimacy, or substrate accounting.

It also weakens if simpler rival theories explain the cases more precisely with fewer assumptions.

Misuse warning

The Repair Crisis should not become a slogan for technocracy, authoritarian order, nostalgia, or anti-modern despair. Repair is not obedience. Repair can require conflict, redistribution, redesign, grief, and imagination.
