Source and Case Linking Editorial Plan v1.6

Historical v1.6 editorial plan — retained for provenance. The current evidence layer uses data/evidence_edges.csv and data/source_publication.csv, including typed relations, canonical source identities, explicit evidence gaps, and failure/successful-repair/boundary roles. The stable Evidence route is the current public view.
