Policy-symbol substitution
A frontier hypothesis that visible symbolic action may causally displace a specified material repair under declared conditions.
Why it matters: Coexistence is not displacement; the mechanism matters only if a counterfactual pathway and outcome can be demonstrated.
What it is not: Not all symbolism; symbols can coexist with or mobilize repair.
Example: A pledge alongside weak implementation is an observation, not proof that the pledge caused the weak implementation.
