Case question
What bounded climate episodes and sector comparisons would be needed to test whether repair and coordination failure adds explanatory value beyond material political economy and geopolitics?
Short answer
The sources establish a serious climate-risk baseline, continuing emissions, and documented delay discourse. They do not isolate the causal contribution of misinformation or show that a Repair-Lag formulation predicts outcomes better than fossil-capital lock-in, infrastructure, state capacity, geopolitics, and distributional conflict. “Delay amplifier” remains a hypothesis to operationalize by sector and period.

Questions and observations the case contributes
- Knowledge is not repair. Scientific knowledge must be translated into law, finance, infrastructure, legitimacy, and behavior.
- Misinformation may be an amplifier. Its contribution must be estimated separately from fossil lock-in, capital incentives, geopolitical conflict, and infrastructure inertia.
- The atmosphere is a substrate. The system treats it as a waste sink until physical feedback becomes politically unavoidable.
- Repair latency requires declared measures. The project should predeclare a sector, period, events, adequacy criterion, rivals, and the relevant lags among evidence, policy, implementation, and emissions outcomes.
- Successful and boundary comparisons are missing. Technology deployment alone cannot be labeled successful repair until the valued condition, criterion, distribution, and outcome are registered.

Falsifiers
Theory D weakens if:
- Global emissions fall rapidly and durably without major institutional repair or substrate accounting.
- Climate misinformation declines but policy latency remains unchanged, suggesting other mechanisms dominate.
- Institutional coordination improves but emissions do not, implying political economy or material constraints are primary.
